Maryland General Assembly 90 Day Report

The Maryland General Assembly session ended on April 13th, and while most of the high-profile legislative issues have already been covered by the media, there were a number of substantive changes to Maryland law that resulted from the 2026 legislative session.

We’ve talked about energy, criminal justice reform, and election law in previous Insight articles, but those only scratch the surface.

Several hundred individual bills have been presented to Governor Moore for his action. He can choose to sign, veto, or allow a bill to become law without his signature. All of this must transpire by early June. New laws take affect in July, October, and a few will go into effect upon the Governor’s signature.

The General Assembly’s Department of Legislative Services (DLS) Office of Policy Analysis produces an almost indispensable guide to the numerous policy changes approved during the legislative session. The 90-Day Report (named for the length of the legislative session) provides a comprehensive summary, compiled by topic, of all the major policy initiatives approved by the legislature.

Unlike the legal text of each individual bill, the 90-Day Report summarizes complex policy into fairly straightforward, plain English versions grouped by subject that are easy to understand.  And in the best traditions of nonpartisanship, DLS does not offer assessments good or bad, just straight analyses.
